Russia declared 40 German diplomats "persona non grata" and issued an expulsion order.
On Monday, the Russian Foreign Ministry said that it had sent a protest note to the German ambassador in Moscow to express protest against Berlin's unfriendly policy and expelling 40 Russian diplomats in early April.
