He added at the International Energy Week in Singapore that many details must be completed before placing a ceiling on Russian oil prices, which aims to reduce Moscow's oil income after the invasion of Ukraine.
Birol also said the agency expects to increase renewable energy by nearly 400 gigawatts in 2022, up 20 percent from last year.
