The International Court of Justice ordered Azerbaijan to provide anyone who aim to return to Nagorno-Karabakh with a "safe, unimpeded and expeditious manner".
The control of Baku over the region drove thousands of its citizens, whose majority belong to Armenian ethnics, to flee it and move to Armenia.
The court also ruled that Azerbaijan must give the freedom of anyone who wants to leave.
