Dr. Reda Hegazy, Deputy Minister of Education and Technical Education, confirmed that there is coordination with the Ministries of Defense, Interior, Local Development, Health, Communications, Information Technology and Waqfs ( Endowments), ahead of the final exams of secondary schools.
Hegazy pointed out that there will be a central committee for crisis management in every governorate across the country. The committee will be headed by the governor to coordinate efforts.
Hegazy requested the chairman and members of the Education and Scientific Research Committee in the House of Representatives (HoR) to participate in the central operations room for secondary school exams.
"You are members of the central operations room for secondary school exams."
He also pointed out that no one will be allowed to enter the exam halls, even the governor, when he goes to the hall.
He praised the cooperation and coordination that took place between the Education and Scientific Research Committee in the HoR and the Ministry of Education during the recent period to set the governing procedures of examinations for secondary school diplomas.
"Without the harmony that took place between the committee and the ministry, we would not have achieved what has been accomplished," he said. "There have been violent and minute discussions."
He pointed out that organizing the exams does not limit to the Ministry of Education alone, explaining that there is cooperation with a large number of ministries and state bodies in this file.
The Deputy minister made clear during the meeting of the Education and Scientific Research Committee in HoR, today, Tuesday, to discuss the draft budget of the Ministry of Education and Technical Education for the fiscal year 2020/2021, that students will take exams only twice a week, revealing that some subjects will be excluded from the total degrees.
The Deputy minister added that the students may go out of house twice a week for any reason, so there is no danger when a student heads for exam's place, stressing that students will be exempted from almost half of the curriculum because of the pandemic.
On the draft of the state budget for the fiscal year 2020/2021, regarding to the Ministry of Education, The Deputy minister said that the ministry asked the Ministry of Finance to allocate an amount of EGP 132 billion.
The Ministry of finance has approved to allocate about EGP 109 billion. However, the Ministry of Education had already asked the approval of an amount of EGP 122 billion for the new budget for the fiscal year 2020/202.
On the other hand, Saeed Siddiq, Director General of the Budget and Investment Plan at the Ministry of Education and Technical Education, reviewed the Ministry's draft budget for the fiscal year 2020/2021.
Siddiq pointed out that the Ministry of Finance has agreed to allocate credits of EGP 109 billion, while the Ministry of Education had requested the allocation of EGP 132 billion, indicating that the ministry had requested the allocation of 134 billion pounds in the budget for the current year 2019/2020 and the finance agreed to only 99.5 billion pounds, of which 78 billion pounds are allocations for Chapter One (wages and workers compensation).
Siddiq called on the Ministry of Finance to grant the Ministry of Education additional credits at 22 billion pounds to meet the developments of the Corona virus and take high school exams and technical diplomas certificates.
Siddiq said: "We asked for allocating 132 billion pounds and the Ministry of Finance agreed to allocate only 109 billion pounds, while the minister the Finance stated that the allocations for education in the budget are 363.6 billion pounds, and in connection with the finance."
He added: "We knew that the difference is in the benefits of debt service and the reserves that are in the finance will be made available to the Ministry when needed, adding: We want 22 billion of them only until the year is over well after new developments Corona Virus".
He called on the members of the Education and Scientific Research Committee in the House of Representatives to support the Ministry of Education in its endeavors to simplify the Finance Ministry's model for preparing the states general budget according to the style of programs and performance.
He pointed out that the model prepared by the Ministry of Finance has many complications, as it requires that the costs of each program be accurately determined Including the costs of electricity, water, transportation and gasoline for cars, stressing that these items are difficult to determine their expenditures accurately in the draft budget.
