Ambassador Amr Aljowaily, Assistant Foreign Minister for Multilateral Affairs and International Security, participated as a speaker at the African Union-OECD AI Governance Dialogue hosted by the Ministry of Communications and Information Technology in Cairo.
In his speech at the session on “African Initiatives in Multilateral Frameworks,” he highlighted the importance of developmental dimensions in all international forums that discuss artificial intelligence issues, stressing the need for African countries to present their policy priorities related to the interests of societies in developing countries to balance and complement approaches that are focused only on the market perspective, especially in multi-stakeholder forums.
Aljowaily noted that addressing policy issues related artificial intelligence in multilateral frameworks should take into account three levels of analysis : the first is its impact on the environment and structure of international relations, the second is its flexible use as a tool in international relations, and the third is that it has become part of the global agenda bringing in new issues such as data, computing capabilities, and algorithmic models. He also called for integrating human judgment and agency in all applications of artificial intelligence, especially those that may affect the safety and security of societies.
In the closing session, chaired by Dr. Amr Talaat, Minister of Communications and Information Technology, the Assistant Minister of Foreign Affairs reviewed Egypt's pioneering contribution to addressing digital issues at the multilateral level, culminating in hosting the dialogue between the African Union and the Organization for Economic Cooperation and Development in Egypt, and preceded by coordinating the work of the Group of 77 in New York in negotiating the Global Digital Compact adopted by the United Nations Summit for the Future last September.
