On Thursday, Kwon Young-se, the Unification Minister of South Korea said that it would be difficult to normalize inter-Korean ties as long as North Korea continues to advance its nuclear development.
"One of the big obstacles to inter-Korean relations is the nuclear issue," Kown said in a statement, reported by the South Korean news agency.
Last month, North Korea escalated tensions, by resuming the test launch of an international ballistic missile, ending a ban on such tests that lasted for years.
