Sisi, Conte Discuss Cairo Declaration on Libya

President Abdel Fattah El Sisi and Italian Prime Minister Giuseppe Conte discussed Libya issue amid recent developments, according to Presidency Spokesperson Ambassador Bassam Rady. 

“President Sisi received a phone call from the Italian prime minister on Sunday,” said Rady.

The Presidency spokesman noted that Conte stressed his keenness to exchange views with President Sisi following the announcement of Cairo Declaration to resolve the Libyan crisis. 

On his part, the Italian premier affirmed that the Egyptian initiative is consistent with various international efforts, adding that “The Egyptian role is pivotal in this regard.”

President Sisi asserted Egypt’s steadfast strategic position towards the Libyan crisis represented in restoring the pillars and institutions of the Libyan national state, ending the chaos of the spread of criminal groups and terrorist militias, and giving top priority to achieving stability and security for the brotherly people.

Rady noted that the Egyptian president emphasized that the initiative aims to put an end to illegal foreign interference in the Libyan affairs that worsen the current situation.

“President Sisi reaffirmed that foreign interferences into Libya’s domestic affairs threaten the security and stability of the entire Middle East and Mediterranean region,” stated the official spokesman.

On Saturday, Sisi received Libyan Parliament Speaker Aguila Saleh and Libyan National Army Commander Field Marshal Khalifa Haftar and announced an initiative to end the conflict in neighbouring country.

Sisi and Conte agreed on the necessity of intensifying coordination in this regard, while affirming complete keenness to end the Libyan crisis by reaching a political solution that paves the way for restoration of security and stability in this neighbouring country, especially by supporting the relevant international endeavors as well as implementing the outcomes of the Berlin Conference, along with rejection of any external interference in this regard.

Rady added that the phone conversation also tackled some issues of bilateral relations, especially on the commercial, military and energy levels, noting that “The Italian prime minister affirmed his country's keenness to develop joint cooperation with Egypt in various fields.”

Accordingly, President Sisi also expressed his aspiration to continue working to advance the distinguished relations between the two countries and its development at various levels, including efforts to contain the repercussions of the novel coronavirus pandemic and the exchange of best experiences in this regard.

Sisi Announces Egyptian Initiative to Solve Libyan Crisis

Sisi told a news conference that the initiative includes a cease-fire starting Monday and is meant to pave the way for elections in oil-rich Libya. He warned against continuing to look for a military solution to the country’s crisis.

The Cairo Declaration emphasizes the unity, integrity, and independence of the Libyan lands, respecting all international efforts, initiatives, and relevant Security Council resolutions, and accordingly, the commitment of all parties to the ceasefire from June 8, 2020.

The initiative is mainly based on the outcomes of the Berlin Summit, which resulted in a comprehensive political solution that includes clear implementation steps (political, security, and economic tracks) and the respect for human rights and international human rights law.

Each of the three regions (Eastern, Western and Southern) shall form an electoral entity whose members are chosen from the House of Representatives and the State Council representing each region, along with tribal elders and notables, and taking into account an acceptable representation of women, youth, political elites, intellectuals and unions. Thus, the three committees meet under the auspices of the United Nations and each region chooses its own representative, either by consensus or by election, within a period not exceeding 90 days, according to the initiative.
