Get to Know Conditions for New Building Permits in Egypt

The Egyptian Ministry of Local Development has set building controls and requirements, including heights according to a new building and construction system.

Spokesperson of the Ministry of Local Development Khaled Qassem said that the actual start of the experimental application of the new system of licenses and building permits will start, in 27 centers and cities across the country, on May 4, following the public holidays of Easter and Sham El-Nassim.

On his part, Mahmoud Shaarawy, Minister of Local Development announced the start of the experimental application of the new system will last for a period of two months.

Shaarawy stressed that these new conditions were agreed upon and came after several months of study and review between the Ministries of Local Development, Housing, and Planning, adding that the new conditions were also reviewed by Prime Minister Moustafa Madbouly and housing committees in the parliament.

He added that the government seeks to control the system of urbanization to eliminate random construction to help raise the living conditions of Egyptian citizens.

Shaarawy also demanded allowing the resumption and completion of construction work for the valid licenses that were suspended after being examined by the committee formed in each governorate headed by the deputy governor, and to ensure that they comply with the requirements and new system.

Buildings Heights

If the street width is less than 8 meters, the height of the building cannot exceed 10 meters (ground + two floors).

If the width of the street is between 8-12 meters, the maximum height of the building should not exceed 13 meters "ground + 3 floors".

In the event that the street width is greater than 12 meters, the maximum height can reach 16 meters "ground + 4 floors".

The new conditions and regulations also showed that the maximum height of the basement ceiling was set at 1.2 meters from the architectural zero meters.

Cost of Design & Supervision

The ministry revealed the cost of design work, preparing the license file and supervising the implementation in accordance with the construction requirements “ground + 4 floors” for residential works and cities in the transitional phase, in addition to the cost of reviewing licenses for universities.

The ministry stated that licensing fees are paid in the technology center according to the Building Law without any change, in addition to EGP 1,000 paid for making a certificate of conformity and letters of insured facilities.

In the case of a floor area of 200 meters, the design fee for residential units are EGP 35, and EGP 32 for supervision fee. In the case of a floor area of 1000 meters, the design fee was set at EGP 17 and the supervision fee at EGP 18.

In the case of the ground area of 200 meters, the fees for universities were set at EGP 8.75 per square meter and  EGP 4.25 per square meter for the ground area of 1000 meters.
