Egypt Condemns Turkish Parliament Resolution to Send Troops to Libya

The  Turkish  Parliament has authorized the government to send troops to Libya to support the government led by Fayez Al Sarraj.

Egypt's Council of Minister released a statement,  on the second day of January 2020, affirmed that the Arab Republic of Egypt condemns in the strongest terms, the move of the Turkish Parliament to ratify the memorandum submitted by the Turkish President to send troops to Libya.

Turkish President asked the legislative body to authorize him to send Turkish forces to Libya.

This movement is based on the false memorandum of understanding signed in Istanbul on November 27, 2019 between Fayez al-Sarraj, head of the Libyan Reconciliation Government and the Turkish government on security and military cooperation.

Egypt stresses that the Turkish parliament’s step violates, in a blatant manner, the international legitimacy and Security Council resolutions on Libya, especially Resolution No. 1970 issued in 2011 that established the Libyan Sanctions Committee, imposed an arms embargo and prevented military cooperation with it except with the approval of the Sanctions Committee.

The statement of the Council of Ministers also reiterates Egypt's objection to the two memoranda of understanding recently signed between the Turkish side and  Al-Sarraj.

Egypt doesn’t recognize any procedure, behavior or legal effects that may arise from the memoranda, as they violate the Libyan political agreement signed in Skhirat, Morocco,  in December 2015, especially Article 8, which did not give the Al-Sarraj the power to sign agreements inpidually.

The agreement authorized that right to the Presidential Council en masse, and it stipulated that the House of Representatives should approve all the agreements concluded by the Presidential Council.

The Arab Republic of Egypt also warns against the consequences of any Turkish military intervention in Libya and its repercussions.

Egypt stresses that such interference will negatively affect the stability of the Mediterranean region, and Turkey will bear full responsibility for this.

In this regard, Egypt emphasizes the unity of the Arab position rejecting any external interference in Libya, which was adopted by the Council of the Arab League at its meeting on December 31, 2019.

Cairo warns of the dangerous role played by Turkey, its support for terrorist organizations and its transfer of extremist elements from Syria to Libya.

This highlights the pressing need to support the restoration of the logic of the national state and its institutions in Libya in exchange for the logic of the militias and armed groups that Turkey supports and impedes the return of stability in this Arab country.

Turkish military intervention in Libya threatens the Arab national security in general, and Egyptian national security, in particular, which requires taking all measures to protect Arab interests as a result of such threats.

Egypt calls on the international community to assume its responsibilities urgently in dealing with this development which threatens a regional escalation and it creates dire effects on efforts to reach through the Berlin process of a comprehensive and implementable settlement based on addressing all aspects of the Libyan crisis through the international track.
