Former FIFA president Sepp Blatter said on Tuesday that the decision, which was taken during his era to grant Qatar the right of hosting the 2022 World Cup was a "mistake."
Blatter, 86, was the chairman of FIFA when Qatar was awarded the tournament in 2010.
"It is too small of a country. Football and the World Cup are too big for it," he said according to Swiss newspaper Tages Anzeiger.
The tournament will take place from 20 November to 18 December.
